NEGOTIATIONS CONTINUE ON THE DECLARATION OF THE
FOURTH SUMMIT OF THE AMERICAS

Representatives of 34 countries of the hemisphere today began a weeklong meeting at the headquarters of the Organization of American States (OAS) in Washington, D.C., to continue negotiating the Declaration and Plan of Action that the region’s leaders will sign at the Fourth Summit of the Americas.

In opening the meeting of the Summit Implementation Review Group (SIRG), OAS Secretary General José Miguel Insulza stressed that this week will be “decisive” in assuring the success of the Summit, which will take place in Mar del Plata, Argentina, November 4-5.

“This week, beginning today, will be essential for the work ahead. We have the challenge of intensifying negotiations so that the results of the Summit will have the greatest impact possible,” the Secretary General said.

The negotiations, which will continue through October 7, will focus on the policies that the region’s Heads of State and Government will adopt at the Fourth Summit, which will center on “Creating Jobs to Fight Poverty and Strengthen Democratic Governance.”

Ambassador Jorge Taiana, Argentina’s Secretary of Foreign Affairs and Chair of the SIRG, noted that this theme reflects the urgency of closing the gap between rich and poor, which strains democracies in the hemisphere. “The repetition of institutional crises in the region in recent years inevitably leads us to think about three concepts that are closely linked: jobs, poverty and democratic governance,” Taiana said.
